Well, after quite a bit of work, I got my office PC set up as a Gaim-win32 build station. A current build can be found here:
gaim-0.76cvs.exe (13 February 2004 0056)

AntiSPAM plugin
A win32 build of the Paul Miller's excellent AntiSPAM plugin:
antispam.dll (12 December 2003 2141)

Installation instructions:
Copy antispam.dll into the either the global Gaim plugins directory (C:\Program Files\Gaim\plugins), or in your personal Gaim profile directory (C:\Documents and Settings\your_user_name\Application Data\.gaim\).
If Gaim is running, you will need to restart it for the plugin to be probed.
Once the plugin has been automagically detected by Gaim, go to the Preferences dialog, and in the Plugins section, check "AntiSPAM."
